Hi there,

Yes, you're right, the fuel distributor is where the fuel pressure regulator lives. It's not a separate item, nor is it a suspect.

The whining noise isn't a buzzing noise, right? A "frequency valve" is used to allow the oxygen sensor to vary the fuel - it buzzes away whenever the fuel pump relay is engaged.

If you mean whining and not buzzing, the injectors themselves can be pretty noisy when dumping gas at a high rate. That could happen if the car had been in disuse some time and the plunger in the fuel distributor is stuck in varnish. Check out this video if you can to see if the sound is what you're hearing: k-jet video This is what I could call whining as opposed to the sound the frequency valve makes.
