Yes, you're right, the fuel distributor is where the fuel pressure regulator lives. It's not a separate item, nor is it a suspect.

The whining noise isn't a buzzing noise, right? A "frequency valve" is used to allow the oxygen sensor to vary the fuel - it buzzes away whenever the fuel pump relay is engaged.

If you mean whining and not buzzing, the injectors themselves can be pretty noisy when dumping gas at a high rate. That could happen if the car had been in disuse some time and the plunger in the fuel distributor is stuck in varnish.
