Continued with lucid's suggestions of plugging the ignition module

I may not have been clear on this. You plug the vacuum line at the module, not the module itself. If the line is left open, it will become a "vacuum leak" and lead to leaner burn/higher NOx.

Plugged the vacuum line going to the FPR according to suggestions

I'm not familiar with that one, but if you did as you say it there would be no vacuum to the FPR. Depending on just what you plugged and where, the FPR may be "seeing" atmospheric pressure. This will raise the pressure (to max) and cause an overly rich mixture when not under acceleration.
