The Mitsubishi is not a "weaker" turbo. It is a smaller turbo and will spool much faster than an old Garrett T3. If you want more power at 5800 RPM and are willing to turn up the boost, the Garrett will give more power than the Mitsubishi. However, you often have to wait till 2500RPM for a big Garrett to spool up and start moving air. My wife has a '91 with the Mitsubishi and I love the quick spool. For the way I drive, I'd rather have the power lower in the powerband, and sacrifice some at the top.
If you want to build the motor to make more power, the B23 is pretty legendary for being a motor that will make a lot of HP, and the Garrett is more suitable too. If you want a stock, daily driver, I think you'd like the way the '91 accelerates off the line better, though it is running out of breath by 5500RPM.
