fuel pump intermitant 740 Turbo 700

It's a 740T '91 with a B200FT.
In the origional post, I wasn't engaging the starter, just turning the key on.
Today, I checked power to the the pump...no power there, so I pulled the cap off the FI relay to observe it's operation. Turning the ignition key to position 1, the 1st set of contacts close, then turning to position 2(dash lights on but not engaging the starter) the 2nd contacts did not close. When I close them manually the pump runs!! Having read a little since, I'm starting to suspect the FI ECU as I can't really think of anything else.
