My daughter went over a speed bump and the front and rear wipers started. She can't turn them off. I'm thinking the control stalk must be shot but has anyone else had this happen?

Wiper/washer relays live in a cavity just below where driver's left foot rests. Accessible by pulling back the carpeting a bit, then a flat steel cover plate maybe 5"x7" or therabouts.

If car hit bottom when going over the bump, maybe it could have hit right around that spot, just behind the wheelwell. Maybe got jostled or damaged? Look for scrape mark or denting on the underside there.

Check out the motor and tranny mounts also - there are three all together. Quick for a shop to check using a lift. They sometimes break when the car smacks something. I learned that one the hard way...

This might serve as a life lesson for your daughter. There are reasons why people over the age of 30 slow down for speed bumps.

I had a similar case where my relay picked up some water over the years and turned the wipers on full blast. Dumped the water out, cleaned out with some alcohol, and it's been good for another 5 years. They're easy to check, just peel back the carpeting at your left foot...

It actually turned out to be a broken gound wire that attachs behind the coolant resevoir. I noticed that the passenger headlight was much dimmer than the other side. the mechanic who had come out to help reached in and pulled out the broken connection. Very nice guys at Carl Duke Volvo repair in Fort Collins, CO.

The reason I don't think it is the relays is because both rear and front wiper cannot be turned off. It would be unlikely that both relays would go at the same time. More likely the control stalk?

Could be.
You could remove the stalk switch and test the contacts and switching with a meter. Probably easier than diagnosing the relays!

Also look at the ground screw on steering column. Don't know whether that switch grounds there but we had some craziness when the screw loosened and fell out. Just slightly down the column from the turn signal stalk base.

Ground screw sounds closer. Even in the stalk it would be unlikely for both to go at once. (52065 to 1). The fuse holder is very loose so there may be an issue down there but I'll look at the ground screw first.

I don't think speed was an issue. But I'll see if I can find the relays. If both front and back wipers are in the same relay then that should be it.

Both wipers are not on the same relay. In your '80, which I doubt has intermittent rear relays, you will have a plug with either a dummy relay for the rear, or most likely, a little plastic jumper. There will be a relay for the fronts though. Probably black.
