Could my intermittent no start be caused by a failed in tank fuel pump? 200 1990

Not necessarily, if the fuse holder is corroded or just plain needs replaced, you would have the symptoms you describe, so it is not just a fuse good/bad kind of thing, really. Spray with electrical contact cleaner or Deoxit from Radio Shack. Do clean and check all your grounds including the two on the fuel rail, VERY important, if you where to unbolt those while the car was running, you would see how important they are, as the car will shut down right now.
