Mystery Air Filter 900

I have a 95 960 sedan, and was doing some work to the left of the engine block, and discovered a round cylindrical air filter under a U shaped plastic intake pipe. The paper filter is inside a plastic cap that can be removed, and hopefully replaced or cleaned. The filter is dirty, and I want to replace it..trouble is the Volvo dealer doesn't have it in their records as even being there.

Any ideas on what it is, how to remove/replace or clean it, or where to buy a new mystery filter?
