After reading the responses up to this time, I can offer this:
From reading the Volvo Service Manual Wiring Diagrams for the 1998-87 960-S/V90 cars, this is what I can see.
There is a Fan control module, item number 4/31. Looking at the drawing, it seems to sit on top of the fan housing.
It has one wire out to the fan motor, four wires coming into it (one is a ground), so the module must control the fan motor speed. The other three wires are from the ECC control module.
The fan motor has just the one wire from the control module and a ground connection.
Whether the fan blows at any speed setting or none, I would suspect the fan control module. Needless to say, with the high labor content of the replacement job it should be a Volvo part, even if an aftermarket part might be available.
So far my purhases of Volvo parts from Borton Volvo in Minneapolis have been the best prices, and their shipping is low.
