I could be wrong about this, but I think the Bakelite is used because of its hardness and non-conductive properties. Given that, I would think you could substitute any rigid plastic washer instead.

My local independent hardware store has a good selection (I even found some acceptable throttle-shaft seals).

Failing that, you might try www.smallparts.com or even McMaster-Carr
