You didn't mention changing the oxygen sensor! It could make it run richer.

Take a voltmeter hook between output of sensor and ground. Look for a change voltages between 0.2 to 1.0v for operation. Should center at 0.5v when warmed up and after reved up to heat it up.

Have the car well warmed up before test of emissions. 87 fuel has less hydrocarbon thats why its cheaper and better for clearing the test. Manufactures are not dumbies! Air pumps on cars....solution to polution is dilution!
