The pump should not be any warmer than the fuel cause the fuel surrounds the motor and is just under the can its all in. I wonder how you can be sure its running warm because it is hard to reach.
If you were getting that much current a fuse must be close to blowing. At the connector end is where the brushes of the motor are. If it was warm I would say you got a problem in the motor.
Is the throttle switch operating correctly. Not just the adjustment but electrical closing/opening the circuits. Tells ECU what you want to do.
