Weird headlight/brakelight link 900 1991

Something similar came up here a few weeks ago. A similar problem was resolved here many years ago, and if my brain worked, I would recall the specifics.

All I remember was that it had something to do with the tail light ground and the headlight relay. Is the normal ground for the tail lights through the headlight relay? Sounds crazy, but I recall the solution to the problem being something that sounded very odd.
