Solaris was closest to the answer. Actually, after you pull out the ashtray (there's a little tab to press on for this), you then have to remove the "shield" behind the ashtray (use a flat-blade screwdriver) -- then you'll have access to the bulb sockets. You just reach in and up, and you can pull out the bulb holders (there are two, one for the red and one for the white lamps).
