You don't have to drop the transmission to replace the cable. There is a replacement procedure in the 700/900 faq section. I hear the fill tube to pan nut is often frozen. If I had to do mine I would try to unbolt the fill tube from the starter/bellhousing area and drop it attached to the pan. If the cable end is cracked then cable replacement would be the first place to start.
I know how angry the cold can make a person...I have been in situations where I couldn't feel my fingers in a very short time while working in the cold...Hang in there, you'll get it done..
