Speedo reading off (difference increases with speed) 200 1982

First thought is that the tires are too big in diameter. The second one is that the speedo gear in the transmission might be the wrong one, perhaps the PO swapped transmissions.

Final thought is that the speedo may need recalibrated at a speedo shop, this is fairly easy for them to do.
