It may just be the linkage has come apart or broken. Open it from the inside, then pull the panel and you'll see the linkage. I have had both a broken linkage and later a corroded handle/lock mechanism that required a junkyard replacement. I am still looking for a good lock and key for mine-- here in the rust belt they corrode and seize up.

Replacing the handle/lock mechanism is straightforward-- two nuts and two bolts.
