I had to buy the whole darn seat for $35 for already torn foam.

If you go with new foam I think it would be a good idea to reinforce it first. I glued on a layer of light weight canvas (over most of the seat) which made the foam somewhat rigid but still comfy and added a layer of 1/4 or 3/8 inch poly batting between the upholstery and the canvas covered seat and back.
