If you are talking about the AC not working at all, then the cycle switch on the side of the accumulator is the probable culprit. Like Ken C said, the fan in front of the rad only rarely comes on. A diagnostic test for the cycle switch is to unplug the connector from the cycle switch and jumper the connector with a paper clip, if the Compressor kicks in and there is cold air coming out of the vents, then its time for a new cycle switch!
If the above is the case, you will be pleased to know that you can replace the switch without draining and refilling the refrigerant as the cycle switch mounts on a schraeder valve that closes when the switch is removed.
If your AC is blowing cold but the fan in front of the radiator isn't running, don't worry about it, that one only runs when its really hot out there and the system pressures go insanely high!
