There is a separate micro switch behind the A/C switch. That micro switch—or the lever that opens it when the A/C switch is OFF—needs to be adjusted.

Whenever that micro switch is closed, it does 2 things:

1) It energizes the A/C relay, which controls A/C operation and signals the LH ECU to increase the idle speed.

2) It also sends 12V to the Fan switch, causing Low speed operation, even if the Fan switch is OFF.
