Focus your efforts at fuse 13 - that's the path for turn signals and the alternator pre-excitation voltage. Sometimes what stops low voltage electricity is microscopic, and you won't find the crud except by test light. Usually it is lining the bottom of that little holey bowl the fuse end sits in, but a loose spade terminal is a reasonable alternative.
