Easy way to find the problem.
If fuse 5 blows every time it is inserted you have an illegal path to ground (a short) somewhere in the circuits that the fuse supplies. Connect a small bulb such as a tailight bulb across the the fuse connections, it will of course light. Turn everything off in the circuits that the fuse supplies. When you get the bulb to go out you will have found the short.
