On a wagon, the tailgate harness is only involved with the third brake light part of the bulb out sensor. Its sense coil is not susceptible to the "fried enamel" problem the tail lights have. Fuse 15 was blowing because the tag light wire was shorting in the hinge or at the tag lights. That wire does not go through the bulb sensor. Neither do any fog lights.
If the sensor is reporting a bad bulb with foot off the brake and headlight switch in parking (middle) position, bridge the tail light wires like this to learn if there's really an imbalance, or the BFWS is fried. If the light goes out when you bridge (balance) them, the sensor is OK.
