When the #1 piston is at TDC it could be on the compression stroke or the exhaust stroke. That is determined by where the camshaft is positioned.
If the cam is on it's mark and you have #1 piston on TDC it will be on the compression stroke.
With the timing belt in place it takes two revolutions of the crankshaft to get back to TDC on the compression stroke. At the end of the first rotation (with #1 at TDC) it will be on the exhaust stroke (and the camshaft will be 180 degrees off from where it was when you started. Compression and exhaust strokes are determined by the cam position when #1 is at TDC.
