takes 30 seconds to go from 0-25 mph 700 1990

1990 760 turbo automatic transmission
When I start driving it takes mid throttle to start moving at all (drive or first on gear selector makes no differences) it takes approximately 30 seconds to get to 25 mph (engine seems to be fine) when I get to 25 if I let off the gas it will shift hard and continue to accelerate slowly. If I put the throttle to the floor it will shift but not be in gear. If this makes any sense please help. I pulled the tranny pan light sludge in bottom, atf looked fine. All brakes checked none dragging, turning rear wheels by hand wasn't any harder than it should be. Engine idles a little ruff but revs fine. Did find some vacuum hose leaks (if thats what you would call them on a turbo car) turbo is building pressure (5psi at 3500 rpm) should the car draw a vacuum at idle? bushings are gone in shift linkages is there a good online source for those? Any ideas what could be causing this would be wonderful.

Idle vacuum should be around 15-19in HG and should not change much if you increase the rpm's up to 2500 or so. A plugged catalytic converter can cause sluggish acceleration. The extra backpressure will also cause the vacuum to drop as you increase the engine speed.
