If you weld, make sure you know where the ground path flows to not damage crank bearings and watch the total heat generated which will expand that part of the crank and no other. Any heat will damage the oil seal, and unequal expansion may damage the front crank bearing or carrier.
A large bolt will need a lot of fill which in welding equals a heck of a lot of heat whihc has to go somewhere...and the block and everything behind that crank end is a really big heat sink. I'd only weld if the crank was out. My thoughts.
