If you mean the small red wire at the D+ terminal, with the engine running it should be at the same 12v-14V level as the B+ (big red) terminal.

With the engine off, D+ provides a ground for a group of 4 warning lights (including the battery light), whose current draw enables the alternator to begin producing voltage.
