I use a small prybar (a jaybar rather than a crowbar) rotor to piston. if it won't move w/ reasonable pressure it's too far gone IME - frozen w/ rust.

(I've tried to free several - remove, soak caliper w/ oil, sand w/ fund sandpaper, etc - w/ almost no success.)
