Not sure of the configuration on Euro Volvos but if it were sitting in my driveway I would suspect the radio suppression relay if fuel was making it to the rail and not into the cylinders.
The relay in US cars is located on the passenger's side shock tower. It is black and sits beside one just like it. One is for the auxilary fan and one is for the injector power.
Remove a relay and "jumper" between the two female connectors that are on the heavier wires leading to plug. If the fan turns on it is the other relay and plug you need to deal with.
With the jumper in place if the car starts you have found your problem. You can purchase another relay or simply open yours and resolder it, using RTV to reseal the cover when you are done.
