It's been a while but I purchased some "old VW ceramic fuses" from a vendor in Milwaukee? w/brass, which is what you are talking about. $8 delivered for a 30? pack.

As an alternative, you might call IPD in Portland (1-800-444-6473) and ask if their fuse assortment 3E3000 q=30 for $5.99 still are BRASS, as shown in the picture. Sometimes parts are "updated" and are no longer brass.
