I think Ken is right. That 10-ohm resistor doesn't show up on any of the Volvo maps, but it is in series with the ground reference for the 10-volt regulator. Because 10 ohms is not enough to affect the output voltage in that configuration, I believe it may be there as a sort of fuse, or safe blowoff, against the case where the regulator IC shorts input to ground. In the car where this cluster belongs (81-85?) a shorted regulator would stop the fuel injected motor.
You'll probably need to replace both the regulator and the resistor.
