Yes, the in tank can fail, but, your car will still run. It is sometimes called a lift pump, its job is to get the fuel to the main pump. If it fails the main pump will still draw fuel as long as the tank is kept "fullish". Some have said it would work down to about quarter tank. You will also hear the main pump straining (cavitating) when the in tank goes out. Then its time to replace it.
