Take a good look at fuse #6 and it's contacts... 200 1991

...It carries the whole load for both the Ignition and FI systems.

Failure to get an OBD code from either system suggests no F6 power at the respective CUs.

The pushbutton OB light is a separate ground. The LED always has +12V on one side from the ignition switch. The pushbutton grounds the other side, which is what the ECUs are supposed to do to flash codes. But it seems they are both out to lunch.
