The tailgate tends to be electrically isolated from the rest of the car body, because the hinges sit on plastic protectors. This may be the cause for faster rusting of the tailgate.
For whatever reason the ground wire is just a short length that attaches one part of the hinge to the other rather than continuing to a proper ground on the body. The bolts holding the hinge to the body are expected to provide the ground path from there.
I suggest you run a good ground wire from the tailgate to the body and bypass the hinge.
