Fuse 16 blowing, no instrument cluster lighting, no RH tail light 200 1991

Volvo 240, 1991, USA model. Automatic transmission.

Symptoms: With a new 8A fuse in position 16 in the fuse box, starting the car immediately blows the fuse. There's no illumination for the instrument cluster. The bulb failure light in the instrument cluster is on. The right-hand tail light doesn't come on when the headlights are switched on. Dome light and headlights function correctly. Other instrument cluster lights, such as headlight high beam indicator and turn signal indicator work fine. All other fuses appear functional to the eye.

Any suggestions on how to diagnose the problem or what to fix?

Tried the search function with "fuse 16" and "instrument cluster". Didn't find what I was looking for, so a new post was in order.
