Can the catalytic converter be removed and replaced w/ a section of tailpipe?

Yes,

Assuming that you don't need to go through a safety/emissions test each year where you live. Beyond that, I won't comment on the environmental impact said decision would have, I'll leave that up to you.

If the CAT is rattling and needs to be replaced I'd just take it off and clean it out then put it back in place. I passed just fine with an empty CAT last fall. Make sure you keep up on any rich running conditions. Maybe they do something more than just pass emissions but that last experience made me wonder if its really needed all the time.

That would depend on the type of emissions test that's administered. Through the 90's my carbureted Oldsmobile V8 powered 265 would pass the required idle emissions test with numbers that passed standards for newer cars--but it wouldn't stand a chance with the drive cycle dyno test that was used later (thankfully since discontinued). -- Dave
