I was just joking around with your idea because I have seen some of your modifications in other post. This idea is right up your alley. You are very creative. Those who tinker built America and some of the best things invented were actually progressive and accidental thoughts.

I would like to suggest and only in FUN, that I could see your car with a Square D brand circuit switch with the big handle mounted down to the right of the console. That way you could get one of those helicopter arc lamps the police use.

As far as the amount of wattage or candlepower available, it just needs to be correctly controlled, and then the game is open for all to play.
The police get away with it despite sunroofs and convertibles, but I am sure they have instructions to cover that and other scenarios.

I got more interested, went out, and look at the link, this time. 100 watts does not seem much more than changing a light bulb in a lamp at home to me either. That is at home, not a public arena. Therefore, you are on your own there.

The lamp is as the other poster said. It does not have any focusing lens so it would be more of a flood or spotting lamp. They use many other landing devices and these lamps appear to me for approach purposes and spotting stop bars and personnel with wands that reflect. With all that said, you may be on a right path for your area you live in along with the fish and game wardens.

I am not an animal expert by any means. I have observed enough nature and things to know that the first primeval reaction is to fear the unknown. From that moment to the next, there is a process time that varies with instinct and experiences to react to a perceived problem i.e. mask your position, fight or flight.

Within those limits that are started, there are variables that are not controlled (some words "randomness" and "chaos" cover that for me) and that is why life itself, is the way it is.

Doing any one thing can give you a better advantage or it may put you in a more harmful way, like driving at night. This as you said, all this could be another thread, without end.
