non-Aluminum Air Mass Meter in 1984 240 200

Working on improving the horrible gas economy of this 1984 Wagon. I've cleaned the throttle body and flame trap. This vehicle had a relatively new plastic Bosch AMM in it when I bought it, but I see that the 83-84's require an aluminum housing. There is a very pronounced revving when idling once engine is heated up. Frooom..........frooom.........froooom.......etc. The vehicle is getting very poor MPG (around 8). Any feedback would be great, thanks.
