The cigar lighter jack should be on fuse 1 with the radio. Blower motor should be on fuse 2. In our '89, fuse 1 has two tabs with yellow/black wires, one to the radio and the other to the lighter jack. Bentley says "black" for '86.
You could move the one that runs the lighter jack to an open fusebox tab at 6-7-8-9-10, the battery hot fuses, but be aware the cigar lighter jack is easily shorted (by accident) so you don't want to piggyback on a circuit you won't immediately notice (e.g. the brake light fuse) goes missing. True whether or not you add a new jack.
I haven't rewired ours, but I understand the problem as an occasional camper. Rather than leave the key in ACC position, I used my glovebox jumper wire to bridge the fuses. Same effect, but I could lock the car and put the keys in my pocket while someone's cellphone got recharged.
