No 4th gear even with byass 200 1989

Mine was recently hardly shifting into any gear. So with advice from the Board I loobed the heck out of the kick down cable with ATF (synthetic). Now it shifts nice and smooth but still doesn't go into high gear until I reach a speed of 50 or even 60 mph. No wierd noises so I figure it's OK.
