Assuming that you changed the valves when you rebuilt the pump, make sure they are correctly positioned and working properly. I've got a piece of paper stuck in my green book with a quick drawing which looks to show that the valve with the Y shaped top is the outboard one. For the inner one I've drawn 2 circles. Does that make sense? Back pressure caused when the float valve closes should open the pump valve at about 3psi.
