Ignition/Starter Question 200 1984

It could be the starter, but in my experience, it was the rotten engine harness. The starter wire and the alternator D+ wire had both lost insulation at the same place and shorted together. When the engine spins up the alternator, the D+ generated by it holds in the solenoid.
