Hope you're well. I'd guess that the '96 960 seat has memory. I installed into a '93 940 seats from a '97 960, because I wanted leather seats and the in-seat side-impact airbags. These seats were bolt-in compatible. I had to install wiring to bring power to the passenger seat. Both seats work just fine.
Before trying work-arounds, be sure that you have 12 volts at the connector, on the floor, at the front of the door-side track. It is always possible that while doing this swap, a fuse blew, etc.
Next, if 12 volts are present at the on-floor connector, check that the seat wiring harness contacts are clean, and that power reaches the "black box".
It is also possible that coincidentally, the "black box" may have failed.
In short, these seats should move, independently of the state of the seat heaters.
On the gray connector, the thick red (or red/black) wire is the positive, and the thick black wire is the negative.
