Do you remember another "Bill" who explained things by questioning the definition of "is"? That's what this conundrum strikes me as being, except the definition in question is the word "relay".
In your ashtray, there is a plug-in white box (usually white) with a rectangular footprint and six terminals. Inside that white box are two relays. Unfortunately, we refer to that white box (with two relays in it) as a "relay".
So there you have it. One of the relays in that white box operates BOTH fuel pumps. The other relay turns the juice on to the rest of the FI system. Semantics, my friend. Semantics.
