I had a 90, and I have changed racks in it and other cars. What can happen is that there are a lot of splines on the rack where the shaft connects, and on most but not all, there is a relief for the bolt so the shaft goes on only one way. On a few like the one I had, the shaft could go on in any of the spline/shaft postions. So it's possible to have the rack correct, the align correct, and simply to be off one spline.
The tie rod ends should extend from the rack the same amount on both sides. Start here and work backwards. If the distance is correct and the toe is correct, reposition the shaft on the splines.
If the wheel is off, it's possible to have the clockspring for the horn not work correctly, but 1/4" is not enough to matter.
