Still could be a bad FPR because vacuum will pull gas through the diaphragm. A static leakage is a bigger hole.
Under light engine loads, the FPR lifts (more vacuum) the seat ball more and returns more gasoline to the tank as long as the return line is not restricted. If this does not happen, the mixture will be richer.
Suck on the vacuum side and see if it holds vacuum for several seconds and not taste or smell of gasoline.
Next, it could be a leaking fuel injector or possible cold start injector but that is rare and affects startups. I think it is also rare that a 0-2 sensor will fail outputting voltage but I could be wrong, imagine that!
