"Belt moves freely?" If you can rotate the belt with one hand, the belt is too loose. It may need replacing depending on age. Have you been hearing a squeal lately when turning? Start it up and look at the belt. If its jumping then it needs replacing unless it fairly new. Then it needs re-tensioning.
