I agree with your approach toward the economics of acquiring skills and tools for the price of professional services, but I admit we are in the minority.

If you need under-the-car access to replace your floor panels, take into account overhead welding is the most difficult of all positions, and on the driver's side, you have a lot of fuel lines to move. A pop rivet approach might be best if you're in a hurry, or, on the other hand, if you have time, a course at the community college will give you the opportunity to try all the machines before you select one. And, you will meet others in the car hobby.
