Yup, removing the seat helped some. The best thing was removing the instrument cluster. I probably did 80% of the job from the cluster opening. Really the only time I was down below was to get a 17mm wrench on the nut on the back side of the switch.
Ultimately it looks like I had both a bad pedal switch and bad bulb failure warning relay.
At first the car had zero brake lights, 100% of the time.
Resoldering the buld failure warning relay made it so that I had brake lights about 65% of the time.
The new brake light switch, fixed it all. 100% brakes. My daughter drives the car and it was making me nuts that the brake lights weren't working and she was absolutely clueless about it. I'm not sure how long they were out of order, but I'm sure glad they're fixed.
