I fixed one of these once by forming a small stainless steel clip (tab?) held in place by No.4 truss head screws to secure the end of the air dam to the bumper. The clip was well-hidden and only one of the screws showed on the face - neat and clean.
I was proud of the job until the next time my daughter returned from school with the end of the air dam flapping in the wind, again. So, that time I drilled a 3/32" hole at the very end of the air dam and fished the smallest black tie wrap I had through the drilled hole in the air dam and the existing hole in the bumper cover, cinched it up and it all but diappeared.
I recommend the tie wrap over wasting time on anything more elaborate; of course, you also have to make sure everything is kosher with the air dam mounting fasteners along the front apron.
