No Start with white smoke – parked downtown in 2 hour parking- please help 200 1992

I just re-read your original post. If it did not turn over (you don't have the infamous 25 amp fuse, btw) then I would immediately look to the starter and check the wiring there. Look for anything scorched or melted. Not sure what could have happened, but the symptoms and the localization seem to say starter to me.
